The snowy weather isn't just artistic flourish. It actually affects the battles in CoH2. Snow can be used as cover by ground troops. It can also slow down army's movements or affect visibility.
The game's Essence 3.0 Engine also supports destructible environments. This is most vividly displayed in one of today's screenshots. A squad of tanks is attacked while crossing a frozen lake. The ice cracks and two of the vehicles fall into the frigid water.
The screenshots make me want to stand in the sun for awhile. I guess that means on some basic level that the winter visuals are convincing.
