It seems Halo can do just fine without Master Chief. Word is that Halo 3: ODST has sold 2.5 million copies since its release two weeks ago.
The figure was mentioned by USA Today in an article previewing the series' future. USA Today notes that ODST's sales total $125 million thus far. A crap load of money, sure, but it doesn't hold a candle to Halo 3, which racked up $170 million in sales in its first day.
Still, ODST was more of a standalone expansion of Halo 3 than a full-fledged game. It's $60 and half of that price comes from the second disc, which includes all the maps and modes from Halo 3. Many folks who already own Halo 3 likely considered ODST an unnecessary purchase. A beta key for the upcoming Halo: Reach was included with copies of ODST and that probably didn't hurt sales.
If you're still unsure as to whether you should pick up a copy of ODST, perhaps you should check out Blend Games' review.
